In response to the fraudulent ordinance titled "CHARTER FOR THE CONTROL OF ARMS AND BRIGADES" that circulates our streets and seeks to restrict and regulate mercenary companies and armaments, The King issues this declaration to disavow and denounce the charter formally. Let it be known now that no permit is required to arm yourself, nor is there a crime dictated in our law doctrine to allow arrest or conviction for this non-offense. Furthermore, any noble wishing to enlist protection as a house guard may do so freely and without limitation to their number. Citizens of Sanctuary maintain the right to arm themselves in public spaces and coalesce at will, peaceably.

To clarify what our law says about bands of armed citizens, posses and militias are exclusive from private mercenary companies and house guards. The term "posse" applies only to a group formed to quell ongoing violence or apprehend specific criminals by order of a warrant. A posse disbands once the violence ceases or the warrant has been executed. Militias, contrastingly, continually operate as an auxiliary force of Sanctuary's Guard and are commonly composed of more than five men. A posse numbering less than five or who disbands after justice has been carried out requires no commission from the Royal Justices to act within Sanctuary. There is no law or regulation for mercenary companies or contracting them so long as said contracts exclude illegal action.

For any person or company deceived into purchasing licenses for their own weapons or mercenaries by the false mandate, or those whose weapons have been illegally seized, you are invited to plead a case for compensation or the safe return of confiscated weapons in the form of a dispatch to the Collegium of Royal Justices. Our Royal Judges will review each request and respond accordingly. So long as House Volari reigns, no subject shall be stripped of their natural right to defend themselves and their brethren by means of arms in the realm of Sanctuary.
